Ladies and Gentlemen,
Welcome
in the name of the oldest Polish party –
the Polish People’s Party.
We have 112 years of tradition
and this is 112 years of guarantee
of a good and solid policy for the country.
We are the only party,
which hasn’t changed its name and philosophy since the times of transformation in the year of 1989.
During the last 18 years we were looking in Poland for the best way in the policy.
Some used to say at that time
that more freedom was wanted,
others used to propose more equality.
We have been looking for the balance.
We emphasized that freedom and equality were important,
but what was deadly wanted
is called balance and brotherhood.
It could be expressed shortly in words:
as much of market as possible,
as much of state as necessary.
While looking for the proper balance
it’s the best to rest on the principle of subsidiarity.
Then, in a permanent dialog we can find proper proportions.
At the beginning of nineties (90-ties) we had such ones, who used to say
that the only state’s role ought to be a role of a night-watchman.
This is such an easy-going state.
One of the then Ministers used to say at that time:
the best economic policy is lack of policy.
The worst is / that he kept his word.
Currently, we have fallen into another extremity.
We have a ruling party, which wants to post a watchman
not only in the night, not only during the day,
but in every situation and at every place.
This is, for a change, an officious state,
state striving for total regulation of all issues.
It is not easy to live with that,
but it is interesting, inquiring time, forcing to cogitation on essential issues:
freedom, equality, brotherhood.
Polish dilemmas find their European reference.
We, in PPP, weren’t very much interested in square root,
we thought more of exponentiation of opportunities
and searching for balance
between these what is local, regional, national, European.
To make the debate on the future of Europe more fruitful,
we proposed to divide the Constitutional Treaty into two parts:
for people Constitution, Treaty for institution.
Constitution of Europe could be the European Declaration,
which contains basic values and principles.
These values are, for example: freedom, solidarity, equality, tolarance ....
and principles: subsidiarity, proportionality, rules of law ....
Treaty for Institution would include organisation and mechanisms of Union’s performance and relations between institutions.
We are glad, that in last debates,
the meaning of subsidiarity has been strenghtened.
This is a peculiar European patent how to make
a richness of opportunities
from the richness of diversity.
